.dat files

Hi everyone!
Just a question:
Is there or would anyone like to make a program for easily importing and extracting the tombPC.dat and/or English.dat files?
It would be cool to translate the games into your own language and change the names of keys and puzzle items etc...
I know about the eidos file that was delivered with the german tr2gold demo, but it can't extract (as far as I know)...
