Extract the 16 bits texture strip from your to-be level using Jack.
Make your own texture by drawing directly in it and save.
Map the new texture using TextureAssign.
Re-insert your new texture into your to-be level using Jack again.
For an example, see the custom level from Stone I modified: there is even an animated logo on Lara's behind.
