I've thought about that project, and I've decided that a good approach is to build it on the Crystal Space engine. It runs on all major platforms, and it supports OpenGL and Direct3D 3D-card interfaces. Its world geometry is a superset of Tomb Raider's, meaning that it might be possible to have Crystal Space use Tomb Raider maps with none of the rebuilding that would be necessary for (say) a Quake-engine game.
It's essentially world geometry and a renderer, which means that one still has a way to go, but much of the stuff to be done is likely to be shared with other game projects, so one could collaborate with some of the other Crystal Space game-engine developers.
