I think you're right, because when you rename jungle.tr2 (it rains) with house.tr2 (it's dry) and play tr3 using a crack, it rains in Lara's house and In the Jungle it's dry. So it must be somewhere else than in the level, and the tr3 file where much level info (such as background music, key names, and level order, etc) is placed, is Tombpc.dat
